摘要：In Latin American countries there is a tacit problem with the management of the municipal effluents, disregarding the vital role played in the development of any country by the appropriate development and implementation of projects in this area. All projects concerning the treatment and sanitation of drinking water must be outlined, structured and evaluated from a wide perspective. They should state all the individual requirements and tasks necessary not only for the fulfillment of their objectives, but they should also be environmentally friendly, of benefit to the low socio-economic classes and economically and financially feasible. The success of these investments will depend on the proper allocation of economic resources. In order to do this, it is essential to identify the best projects. The main contribution of this study is the fulfillment of this gap. The procedure we are presenting has the purpose to further our knowledge of the development of sustainability analysis and the reduction of the risk of failure of environmental quality projects.
