摘要：This article seeks to identify and explore the open data access in Argentina and its relationship with open government public policies. For this purpose we will study both international open data index and Argentinean federal open government strategies along with its commitments with the Open Government Partnership for the period between 2013 and 2015. Our aim is s to reflect on the role of State, citizenship and open data in order to present theoretical guidelines for a redefinition of open government public policies in Argentina. The results obtained in the study demonstrate the lack of symmetry between open government and open data access, denoting few advances in the diagram and implementation of open data public policies in the country. Finally, theoretical guidelines will be presented to redefine the design and development of open government, seeking to redefine the access to information system with regard to the data available to the public government
