摘要:The Constitutional Laws of Indonesia Republic in 1945 issued abouteducation as a basis privilege for every Indonesian that should befulfilled by Indonesia Government. This research formulates variousproblems about how the policy implementation of teachercertification in Magelang City that aiming to implement analysistowards policy implementation of teacher certification in MagelangCity. This research applies qualitative method by doing indepthinterview process. Observation, and documentation. This analysis isdone by applying theory from various experties. of Grindle, theoryof Mazmanian and theory of Sabatier as well as theory of Van Meterand Van Horn. This result show that Compulsory instruments as apolicy instrument which is becoming a policy implementedaccording to regulation but not all those rules able to reach a goal.Policy implementation of teacher certification should notice varioustarget groups, behaviour changing that is hoped, Human Resourceutilization, Financial Resource allocation, participation, supportingfrom organization implementer and cooperation among involvinginstitution. This research gives a suggestion model of policyimplementation of teacher certification.
