  • 摘要:The article is a review and a discussion of a report from a Ministry initiated task force established to study why the national curriculum plan does not affect schoolwork to the degree expected. The report points to what the task force finds to be hindrances to the achievement of the curricular aims and also suggests different measures to abolish these hindrances. In the article it is argued that these suggestions might be adequate measures to be taken but that they are not sufficiently argued for. This follows from the task force’s too narrow actors perspective of the school at the expense of a complementing structural perspective. It also follows from the task force’s neglect to make a distinction between the curriculum plan as a state document for governing the school and the system of government established in the educational system for achieving the curriculum goals.
