While the movement began in the 1980s as a grassroots effort to prevent potentially hazardous facilities from disproportionately impacting minority and low-income communities (United Church of Christ 2007), the current definition of environmental justice has expanded to include "the fair treatment and meaningful involvement of all people regardless of race, color, national origin, or income with respect to the development, implementation, and enforcement of environmental laws, regulations, and policies" (EPA 2008a).
