摘要：This paper explores the roles that municipal government open data personnel play in the open data movement, andhow their emerging roles can increase the societal and economic benefits of open data as well as increase citizen engagement. Itthen demonstrates how these roles are affected by the “scale effects” of the municipality. By interviewing municipal governmentopen data personnel in western Canada and assessing current open data policies, we look at how open data initiatives are developingand identify where gaps can occur between governments and citizens from the government perspective. Finally, we lookat how the size of municipalities affects how open data is developing at different-size municipalities. Currently, there has beenlimited research into municipal open data initiatives that take into account differences in size. We discuss three issues to emergefrom this research that represent the way that government open data initiatives shape the interaction between governments andcitizens. These include not knowing who open data users are, the jurisdictional nature of the way that data is managed, andthe way that governments perceive what constitutes open data. We hope that by understanding how size is implicated in opendata, governments will be more effective in their initiatives and provide better open data services.
