The multistage sampling technique was used to select 414 out of 905 lecturers from 16 faculties of Law in 29 federal and state universities across the 6 geo-political zones of Nigeria. A questionnaire was used. Three research questions were answered and one hypothesis was tested at 0.05 level of significance.
