摘要：The empowerment of Small- and Medium-scale Enterprises can be done by enacting the Small- and Medium-scale Enterprises centers as the entry point. This approach is based on the notion to provide services to them in more focused, collective, and efficient ways. In this way, although the resources are limited, they are able to reach the small- and medium-scale enterprises extensively. Furthermore, to develop the centers, the cluster approach is applied. Cluster is a network of internal and external cooperation.
