摘要：Capital expenditure, economic growth and manpower absorption are very important for the achievement of people welfare in regencies/cities in South Sulawesi which is still in the growing stage of development. Capital expenditure as a proxy of government investment is one of the basic components of development expected to be able to provide infrastructures and facilities in order to achieve the quality improvement in education and health in the scheme of improving the people productivity leading towards the prosperous community with the increasing economic growth and high manpower absorption.
