摘要:In the transportation sector, greenhouse gas (GHG) and local air pollutant (LAP) emissions are analyzed independently, not only when setting emission standards but also in economic analyses. Because they share the same origin (oil), we propose to study the consequences of their joint treatment on the choice of an optimal transportation policy. First, we highlight the relations between the health and socioeconomic impacts associated with these two sources of pollution and briefly present the modalities of their economic assessment. We then establish that, taking into account both GHG and LAP and integrating their respective uncertainties and irreversibilities, the optimal transportation policy should favor policies that reduce private motorized transport. Finally, we discuss the practical implications of this result for societal choices.
