摘要:Within the South African context, housing issues continue to provide challenges to all role-players, from government, to housing providers, to those working on the ground. Human ecologists agree with the government's view that a house encompasses more than a structure, and that its environment and location are equally important in meeting the needs and expectations of the occupants. However, there is potential for exploitation as the prolific provision of houses has resulted in housing of questionable quality, which has a negative impact on the vulnerable sector that is supposed to be beneficiaries. Accountability is therefore necessary. The need for a method to evaluate housing programmes within a poverty environment served as motivation for this study.
