This fact, combined with the great competition between Brazil and the United States in the export of agro-industrial products had motivated the analysis of the North American agricultural laws. Therefore, the objective of this paper is to develop a historical and analytical synthesis of these laws. More specifically, it intends to point out the major changes in the American agricultural policy mechanisms from 1990 until nowadays. The most important conclusion is that the changes occurred had contributed to an increase in the volume of the American agricultural subsidies, although the increase in the agricultural prices in the international market by the end of the 90´s had diminished the need to spend on governmental subsidies. It was noticed also that besides a vicious cycle between the agricultural subsidies and the land prices there is possibly another vicious cycle between these subsidies and the agricultural prices in the international market.
