摘要：Project management is used as the main tool for administering aid in developing nations. Unfortunately, the success rate of development aid projects is relatively low. Several explanations have been given for these failures. Clarke (1999) emphasizes the necessity of using instruments and techniques to increase a project’s chance of success. As current techniques do not always meet the specific needs of development aid projects, particularly in the African context, we identify some important factors that should be taken into account to assess the likelihood of success of these projects before they are implemented.
