摘要：This paper analyzes the relationship between entrepreneurs and the State in the installation of ALPAT, producer of soda solvay. After thirty years, the State decided to install the plant in the seventies; the project was submerged in a winding process: unstable from an institutional point of view, critical from the economic point of view, and with entrepreneurs who used the National State as source for their profits.
