The national policy for scientific and technical information is centrally promoted by the Science and Technology Agency (STA), wthin the framework of NIST (National Information System for Science and Technology), which is also supported by other ministries and agencies concerned through their own efforts and interests. After giving a short history of the establishment of the JICST, a central organization for scientific and technical information service, and the conception of the NIST recommended by the Science and Technology Council, with its background, the changes of situations which followed, and the policies to cope with these changes are outlined.
