摘要：O texto contém dois propósitos fundamentais: analisar as políticas educativas para o ensino superior na União Europeia, sobretudo nos objectivos estratégicos declarados para esta década, e olhar, de uma forma mais particular, para a realidade portuguesa, num momento em que se discute tanto a missão da universidade no contexto da globalização e das políticas de prestação de contas.
其他摘要：The text has two main proposals: to analyse the educational policy about higher education in the European Union, mainly in what concerns the strategic goals defined to this decade and to examine the Portuguese reality, in a moment where the mission of the university either in the context of globalisation or within accountability policy is very discussed.
