标题：O Rio Grande do Sul no Governo Lula (2003-2010): vantagem competitiva, especialização e emprego

摘要：O trabalho tem como objetivo avaliar a evolução do emprego e identificar os setores econômicos do Estado do Rio Grande do Sul que apresentam vantagem competitiva e/ou especialização no governo Lula. Na análise, utiliza-se o método estrutural-diferencial e dados da Rais. Conclui-se que o emprego aumentou mais no segundo mandato do governo do que no primeiro, no Brasil e no Rio Grande do Sul, e a taxa de crescimento estadual foi menor do que a nacional nos dois mandatos. Além disso, dos 25 setores analisados, a região apresentou vantagem competitiva em 3 deles no período 2003-2006 e em 12 de 2007 a 2010, o que indica que os fatores internos não foram os principais determinantes do desempenho regional. A especialização foi maior no final do primeiro mandato (14 setores) quando comparado ao segundo (12). O Estado, por ter uma dinâmica setorial mais fraca do que a nacional, mesmo com crescimento, teve um setor dinâmico (a indústria de material de transporte) no primeiro governo Lula e 4 no segundo (indústria mecânica, indústria do material de transporte, indústria da madeira e do mobiliário, e indústria de produtos alimentícios).
其他摘要：The study aims to assess the evolution of employment and identify the economic sectors of the state of Rio Grande do Sul that have competitive advantage and/or specialization in the governments of FHC and Lula. In the analysis, is used the structural-differential method and data from RAIS. It follows that employment increased more in the second mandate of government than in the first, in Brazil and Rio Grande do Sul, and the state growth rate was lower than national in the two mandates. In addition, of 25 sectors analyzed, the region showed competitive advantage in 3 of them in period of 2003- 2006 and in 12 of 2007-2010, which indicates that internal factors weren't the main determinants of regional performance. The specialization was higher at the end of first mandate (14) when compared to the second (12). The state, having a dynamic sector weaker than the national, even with growth, had one dynamic sector (the transport equipment industry) in the first Lula government and 4 in the second (mechanic industry; transport equipment industry; wood and furniture industry; and food product industry).
