  • 摘要:At the level of the EU, work is being done to develop a future-oriented educational policy with a great emphasis on regulation and finance. This also affects adult education. How this emphasis is actually achieved and what it implies for Austrian adult education is explained in the following article. The point of reference for the discussion is the work of the ET 2020 Working Group on Adult Learning, of which the author is a member. The ET 2020 working groups are instruments of the open method of coordination used at the EU level to direct lobbying when a "hard law" in the sense of legislation is not possible. What concept of learning is represented in this pan-European working group - in comparison to a concept of learning as can be observed in Austrian adult education? What do the areas of emphasis of the working group mean in reference to Austria if they are regarded as indicators for current objectives of European institutions for adult education? Based on her experiences in the working group, the author considers it necessary to have a timely and critical discussion of educational policy processes and the uses of concepts within the EU in order to be involved in the shaping of (and not simply the reaction to) adult education in Austria.
