摘要：Man's environment is a public good. The environment in which we live does not have an unsatisfactory quality because there is no mechanism (market price), which could limit its use. Taxation of energy (power) has significant fiscal and ecological function, and significantly affects economic activity, so it is very timely from the standpoint of political, financial and legal, social and environmental aspects.
