摘要：Este artículo sugiere nuevas contribucionesteóricas para el estudio de los orígenes y laevolución de los sistemas federales. El marcoteórico propuesto agrega una dimensión deconflicto interprovincial a la tradicional di-mensión de conflicto intergubernamental quesuele hallarse en los análisis de los sistemasfederales. Los autores utilizan este marco paraexplorar los orígenes históricos del sistemafederal argentino y explicar de qué manera elsurgimiento del régimen federal centraliza-do fue resultado del conflicto interprovincial.Eventualmente, este conflicto determinó elbalance de poder entre las provincias y creó asu vez un poderoso gobierno central con lacapacidad de enfrentar, en nombre de launión, a cualquiera de las mismas. Así, el pre-sente artículo esboza un cuestionamiento fun-damental a la teoría del origen de los siste-mas federales propuesta por William Rikerque ha tendido a dominar el análisis delfederalismo en la ciencia política.
其他摘要：This essay develops a theoreticalframework for studying the origins andevolution of federal systems. The theoryadds an inter-provincial conflictdimension to the dimension of conflictbetween levels of government that istraditionally found in the analysis of fe-deral systems. We apply this frameworkto historical exploration of the origins ofArgentina’s federal system, and explainhow the centralized federal regime thatemerged was an outcome of inter-provin-cial conflict that eventually determinedthe balance of power between provincesin the federal system and created apowerful central government capable ofacting against any province on behalf ofthe union. This essay provides a significantchallenge to William Riker’s theory of fe-deral origins, which has dominated thestudy of federalism in Political Science.
