摘要：En este trabajo se realiza un análisis delas ventajas y obstáculos de cómo se ha venido desarrollando la vinculación de lasInstituciones de Educación Superior con los sectores productivos y sociales. Las políticas para llevar a cabo la vinculaciónhan surgido desde las esferasgubernamentales y de ahí se expanden a los estados y universidades, quizásea ese el motivopor el cual no se ha logrado tener mejores resultados. Con base en ello, se realiza una propuesta de un esquema devinculación que tiene una característica a la inversa, parte de los municipios, siendo los ayuntamientos los que están másen contacto con los sectores productivos, hasta llegar a los estados y regiones del país.
其他摘要：SUMMARYThis paper analyzes the advantages and obstacles of how it has been developed linking higher education institutions withthe productive and social sectors is performed. Policies to conduct linkage emerged from government esfereas and henceexpand to states and universities, perhaps that is the reason for which has not been achieved better results. On this basis,aproposed binding scheme which has a reverse feature, part of the municipalities, the municipalities who are more in touchwith the productive sectors, up to the states and regions is performed.
