标题：La aplicación de normas internacionales del trabajo sobre libertad sindical en Venezuela

摘要：Este trabajo tiene como propósito conocer la aplicación de normas internacionales del trabajo sobre libertad sindical en el país, en concreto, las emanadas de la OIT, considerando su relación con la Constitución y la Ley Orgánica del Trabajo, los Trabajadores y las Trabajadoras (LOTTT) y los informes de los órganos de control de ese organismo internacional. En este sentido, mediante una investigación de tipo documental, sustentada en análisis, se aborda lo siguiente: el sistema de fuentes en el ordenamiento jurídico venezolano y las normas internacionales del trabajo sobre libertad sindical, particularidades de la libertad sindical en el país, y una reseña de los Informes de la OIT en cuanto a la aplicación de tales normas internacionales. Al efecto, se constata existen serias dificultades en cuanto a su cumplimiento, dada la alta conflictividad, lo que afecta la garantía de los derechos colectivos de los trabajadores. En Venezuela es muy importante asegurar el equilibrio necesario, adecuar las normas internas a los preceptos internacionales y dar un efectivo cumplimiento a estos. También promover el diálogo social como instrumento fundamental para la justicia social, en un marco de convivencia democrática y paz.
其他摘要：The purpose of this work is to get to know the application of international labor norms to labor union freedom in the country, specifically, those emanating from the ILO, considering their relation to the Constitution, the Organic Law for Work and Male and Female Workers (LOTTT) and reports from the control organs of this international organism. Using documentary research supported by analysis, the following topics are studied: the system of sources in the Venezuelan legal system and international labor norms regarding union freedom, specific characteristics of union freedom in the country and a summary of ILO reports about the application of such international norms. The study shows that serious difficulties exist regarding their fulfillment, given the high degree of unrest that affects the guarantee of collective workers’ rights. In Venezuela, it is very important to assure the necessary balance, adapt internal norms to international precepts and give them effective fulfillment; also, to promote social dialog as a fundamental instrument for social justice within the framework of democratic coexistence and peace.
