  • 摘要:Covid-19 has had a tremendous impact on increasing human resource capacity. In the midst of the Covid-19 pandemic, online learning models are highly expected to be able to maintain and increase employee productivity in the face of rapid changes in the institutional environment. In its implementation, the availability of facilities and infrastructure in the field of information technology is a must. The presence of a technology that supports online learning will provide added value and have a positive influence on the process and continuity of learning. Online learning is a distance learning method that uses platforms to support the increase in knowledge, skills, behavior and perceptions of human resources due to the rapid changes in technology. This online learning model is one of the forms of implementing HR management development strategies in the government environment. The purpose of the online learning system is to increase the capacity of employees so that an institution is able to maintain and improve its services, competitiveness and competitive advantages. The benefit obtained from this research is how the government is able to find out strategies to improve effective online learning.
