摘要：In this paper, we introduce a rating tax control model (RTCM) based on generalized Nash equilibriumtheory to deal with transboundary water pollution problem. Under RTCM, the more transfer of pollution,the high should be paid in the presence of rating tax. We prove that the RTCM is equivalent to anonlinear program. With the help of generalized Clarke’s gradient, we give the optimality condition ofRTCM. Finally, we use a simple example to illustrate the validity of our results.
