摘要：AbstractThis paper designed a conceptual framework for developing indicator by using indicator selection methodologies with a strong emphasis on intangible cultural for Heritage city. The pillars of this framework are policy context, theoretical perspectives and local issues. This framework developed based on bottom-up approach by using Stakeholder Consultation Model. It is a community based and holistic approach. It focused on local community participation and association with government policy objectives. This is due to the local consensus of the cultural heritage value. This framework as a mechanism of a methodological process to ensure all the essential aspect represented.
