摘要：The present study aims at analyzing the experience of inserting micro and small enterprises (MSE) in the cap-manufacturing productive arrangements in Apucarana/PR. Based on literature focusing Local Productive Arrangements (LPA), this study highlights all factors that contributed for the consolidation of the local competitiveness, which go beyond geographical proximity or closeness. Thus, the study is based on the analyses of the configuration of the cap-productive arrangement, emphasizing aspects that direct the development of technological capacities and the competitive environment in which the arrangement is inserted. It was observed that the arrangement has been firstly developed in private business, with a non-relevant participation of public actors. Associativism was a remarkable characteristic in the arrangement, once it was related to the search for the solution of common problems, and it has been responsible for the improvement in the quality patterns and for the creation of own labels and/or trademarks.
