摘要:This study aims to: (1) the extent to which employee understanding of the main tasks of the education function; (2) extent of their involvement in creating guidelines principal task function; (3) Knowing what factors impede the implementation main task functions; and (4 ) Knowing the effort to overcome these obstacles. This research is a descriptive study on the implementation of object function Duty Personnel Office of Education of Yogyakarta, which includes an understanding of the basic tasks function employees, employee involvement in making the basic task functions and basic duties an employee functions. The sample in this study using a purposive quota sampling, by taking all sections and sub-sections are represented, from the elements of the Head of Department, Functional Group, Division of Administration, Subdin of elementary and kindergarten education, Subdin of secondary education, Subdin of PLS, Subdin of Teaching Infrastructure , Branch Head Office, UPTD of Regional Public Library and UPTD of Studio Learning activities, which are involved in the implementation of the main tasks function. Data obtained through observation and structured interviews. The data obtained were tabulated and analyzed using descriptive statistics. The results showed that the overall implementation of the main tasks in the civil functions of the Office of Education of Yogyakarta has been going pretty well and in accordance with the basic tasks of his functions. Office of Education of Yogyakarta have made changes to the organizational structure and main tasks employees in the implementation of decentralization. Understanding the function of the main tasks of employees showed most (92%) employees understand the basic tasks inherent functions and there is congruence between the principal functions of the job duties or position bears. The majority (50%) employees were involved in determining the structure of organizations and formulate guidelines for basic tasks employee functions. The main duties of the guideline in carrying out the functions and duties attached to the work of their office (92%) barriers that arise in the implementation of the functions of the main tasks are divided into internal and external obstacles. Efforts to overcome the obstacles in the form of increasing the personal capabilities; attending various additional education, creating a comfortable working environment; involving employees of the piece, and coordination and consultation with other work units.
