摘要：A qualidade do ensino obrigatório no Brasil é abordada mediante consideraçãode políticas expressas na ação reguladora normativa da União nosúltimos vinte anos, especificamente no que diz respeito ao acesso e permanêncianesse ensino. Considera-se essa ação reguladora como importantecomponente do complexo processo social de “morfogênese normativa” cujaconseqüência, conclui-se, precisa ser objeto de avaliação pelos Conselhosde Educação, assim como as concepções e lógicas subjacentes às políticaseducacionais no país. Também a sua maior ou menor concorrência para aefetivação do direito à educação, bem como para a qualificação do ensinoobrigatório e a democratização de sua gestão.
其他摘要：The quality of the obligatory schooling in Brazil has been approachedconsidering the politics expressed in/by the regulatory action of theState in the last twenty years. It is specifically focused on determiningthe promotion of access and permanence in that level of education. Thatregulatory action is considered an important component of the complexsocial process of “normative morphogenesis”, and its consequences, inconclusion, need to be an object of evaluation for the Education Council, as well as the underlying conceptions and logics in the country’s educationof politics. It has been also verified that its largest or smallest contributionto the realization of the right to education is useful for the qualification ofthe obligatory schooling and the democratization of its administration.
