摘要：Esse artigo visa situar o conceito da responsabilidade de proteger (R2P) como juízo de ponderação entre os princípios danão intervenção e o da proteção aos direitos humanos. Para isso, analisa-se o seu processo de evolução nas arenas decisórias das Nações Unidas e o posterior debate para a sua implementação frente às grandes atrocidades cometidas nos conflitos intraestatais, a fim de verificar se a R2P traz mudanças efetivas para o regime internacional dos direitos humanos.
其他摘要：This article objective is situate the concept of the responsibility to protect (R2P) as an institutional framework to conciliate the principles of non intervention and the protection of human rights. Therefore, the method adopted is an analytical overview of its process of evolution in the forums of the United Nations and the later debate to its implementationagainst large-scale atrocities in conflict situations, focusing on verifying if the R2P brings effective changes to the international regime of human rights.
