摘要：Although the joint action of local elite and royalty managed to marginalize the urban population from government, in many cities the desire of pecheros to participate in public affairs did not disappear, for they used every means available –usually peaceful, but occasionally of a violent nature. In Toledo the only remaining system of political action of the común in the XV century was the participation in parish meetings to appoint juries, yet despite this, the pecheros suffered all kinds of abuse by the powerful; abuses accepted with resignation, but which degraded the image of the Cabildo de jurados, representing the común in the city, making it the focus of popular rage in the uprisings of 1449, 1467 and especially between 1520 and 1522.
