摘要:The inclusion of citizens in public policies provides an opportunity not only to educate citizens, but also to raise their empowerment. However, the optimal way for implementation of participatory policies is still an open debate. Using the example of Brazilian Electricity Regulatory Agency with its public debates about tariff review, this article aims at examining the democratic features of its public hearings; and challenges the hypothesis of many scholars about the bias of social participation in this kind of procedure. In this sense, it contributes to the analysis of public hearing as a participatory mean, pointing its strengths and weaknesses.
