其他摘要:The crucial crisis confronted by Brazilian public administration, in which the anihilation of essential services is one of the largest dimensions, requires from the government a systematic effort toward its organs' modernization, with a view at improving the quality and the productivity of the public sector. No compromise and lack of responsibility as concerns attention to the needs of its clientele are the non-values prevailing in the public service and such a state of affairs constitutes a serious obstacle to the enforcement of programs for quality improvement. The low qualification of the personnel, the models of authoritarian management, the use of obsolete technologies and an absence of professional patterns at high managerial levels are also barriers to be overcome, if one more competent - and consequently more democratic - public administration is to be built up. So, here are presented propositions envisaging the creation of a state of quality in public services, with an emphasis in the change of behavioral standards of the public agents.
