摘要:In Guatemala coexist several community-based water management systems, which are mostly born due to the absence of governmental public services. However, big portions of the population still have problems to access water, and the presence of social conflict is not unusual. This paper is aimed at characterizing local water management systems, its advantages and disadvantages. According to our analysis, most of the problems faced by local water managers are rooted in: i) the lack of coordination between natural resource managers (public and private), ii) the weak legal framework that regulates environmental management, and iii) the lack of social, technical and economic resources at local level.
