摘要：Considering the need to study the relationship between government and society, this paper focuses on recent changes of the agricultural public service in the State of Santa Catarina, Brazil. Emphasis is placed on the citizens participation as much in the policies and building up of the services of production and the diffusion of techniques and scientific know-ledge as well as in the formulation of local public policies. Particular attention is given to the creation of new participative levels like, for example, the Councils for Township Development.
