摘要:The main objective of this work is to present a methodology to assess future priorities for the development of core competences in a R&D organization. The methodology is based upon the knowledge generation process modeling – therefore in the knowledge chain involved – and in the evaluation of actual and future importance and capacity in relation to each subprocess, by experts, in a Delphi Panel. The methodology also allows for the evaluation of infra-structure investments needs, to support human competences development, in the same knowledge chain. One application of this methodology to a public R&D organization is presented, and the steps for its implementation detailed. At the end, some of the proposed methodology limitations and advantages are indicated, as well as alternatives for the methodology improvement in the future.
